UK Motoring Terms Explained: The Complete Glossary
UK motoring is full of acronyms and terms that get used constantly but rarely get properly explained — PCP, BIK, VED, i-Size, and dozens more. This glossary defines them all in plain English, organised by category, with a link to the relevant calculator or guide wherever one exists. Buying & Financing Terms
- APR (Annual Percentage Rate)
- The yearly cost of borrowing, expressed as a percentage, including interest and most mandatory fees. Used to compare the true cost of different finance offers on a like-for-like basis.
- Representative APR
- The APR a lender only has to offer to at least 51% of customers who are accepted for finance. Up to 49% of accepted applicants could be offered a higher rate based on their individual credit profile — it's a guide, not a personal guarantee.
- PCP (Personal Contract Purchase)
- A finance agreement where monthly payments only cover the car's estimated depreciation, not its full value. Ends with a final "balloon" payment if you want to own the car outright.
- HP (Hire Purchase)
- A finance agreement where you pay off the full vehicle price plus interest, owning the car outright once the final payment clears. No balloon payment involved.
- Balloon Payment
- The final lump sum due at the end of a PCP agreement if you want to keep the car. Also called the GFV.
- GFV (Guaranteed Minimum Future Value)
- The estimated value of a car at the end of a PCP agreement, set by the finance company at the start. This is the amount of the balloon payment.
- Depreciation
- The loss in a car's value over time. Typically the largest single cost of car ownership, though it's rarely budgeted for since it isn't a bill you're ever sent.
- P11D Value
- A car's list price including VAT, delivery, and any factory-fitted options, but excluding the first year's VED and registration fee. Used as the basis for calculating Benefit-in-Kind tax.
- No Claims Bonus/Discount
- A discount on car insurance that builds up for each year you don't make a claim. Making a claim typically resets or reduces it.
- Telematics Insurance ("black box")
- An insurance policy where a device or app monitors your actual driving behaviour, often used to offer lower premiums to demonstrably careful drivers — particularly common for new drivers.
Tax & Legal Terms
- VED (Vehicle Excise Duty)
- The official term for what's commonly called "road tax" — an annual charge to keep a vehicle legally on the road.
- BIK (Benefit-in-Kind)
- Tax paid on a non-cash perk from an employer, such as a company car. Calculated as a percentage of the car's P11D value, taxed at the employee's income tax rate.
- OpRA (Optional Remuneration Arrangements)
- HMRC rules introduced in 2017 that removed most salary sacrifice tax advantages for cars, except ultra-low and zero-emission vehicles — which is why salary sacrifice car schemes today are overwhelmingly EV-only.
- Salary Sacrifice
- An arrangement where you give up part of your gross salary in exchange for a benefit, such as an EV lease, reducing your income tax and National Insurance.
- AMAP (Approved Mileage Allowance Payments)
- HMRC's approved rates for claiming business mileage — currently 45p per mile for the first 10,000 miles in a tax year, then 25p per mile after that.
- Simplified Expenses
- A flat-rate method self-employed people can use to claim vehicle costs, based on business mileage, as an alternative to claiming actual running costs.
- Mileage Allowance Relief
- Tax relief an employee can claim if their employer pays less than the approved AMAP mileage rate for business journeys in their own car.
- Advisory Fuel Rates (AFR)
- HMRC-published rates, reviewed quarterly, used to reimburse company car drivers for fuel on business journeys — a different system to AMAP mileage claims.
- Expensive Car Supplement
- An extra annual VED charge for cars with a list price over £40,000 when new, paid on top of the standard rate for years 2–6 of registration.
- SORN (Statutory Off Road Notification)
- A declaration to the DVLA that a vehicle is off the road and not being driven or parked on a public road, exempting it from tax and insurance requirements until it's used again.
- Euro Emissions Standard
- An EU-derived emissions classification (Euro 1 through Euro 6) indicating how clean a vehicle's exhaust emissions are. Affects VED discounts, ULEZ/Clean Air Zone charges, and van tax rates.
- Historic Vehicle Exemption
- A rolling exemption from VED and MOT for vehicles built more than 40 years ago, applied from 1 April each year — not automatically on the vehicle's exact 40th birthday.
Penalties & Enforcement Terms
- FPN (Fixed Penalty Notice)
- A penalty issued by the police for a driving offence, such as speeding — a criminal matter that can carry penalty points, distinct from a civil parking PCN.
- PCN (Penalty Charge Notice)
- A civil penalty issued by a council or TfL for a parking or certain moving traffic contraventions. Never carries penalty points and doesn't appear on your driving licence.
- Charge Certificate
- A formal escalation of an unpaid PCN, typically increasing the amount owed by 50%, issued if a Notice to Owner is ignored.
- New Drivers Act
- Legislation that revokes a driving licence entirely — not just endorses it — if a driver accumulates 6 or more penalty points within their first 2 years of passing their test.
MOT & Safety Terms
- MOT
- An annual roadworthiness test required for most vehicles from 3 years old, checking safety and emissions standards. Named after the former Ministry of Transport.
- i-Size (R129)
- A child car seat safety standard classified by the child's height rather than weight, including a mandatory rear-facing requirement until at least 15 months old.
- Stopping Distance
- The total distance a vehicle travels between a driver noticing a hazard and the car coming to a complete stop — thinking distance plus braking distance. Increases sharply, not linearly, with speed.
- Provisional Licence
- A licence that allows a learner to drive under supervision before passing their test, required before booking theory or practical tests.
- Theory Test
- A computer-based test of driving theory and hazard perception, required before booking a practical test. The pass result is valid for 2 years.
- HPI Check (vehicle history check)
- A paid check on a used car's history, revealing outstanding finance, write-off status, mileage discrepancies, and stolen vehicle records before you buy.
- V5C (logbook)
- The official registration document for a vehicle, showing the registered keeper. Needed to tax a vehicle, and must be updated with the DVLA when a car is bought or sold.
City & Emissions Zone Terms
- Congestion Charge
- A daily charge for driving within central London during specific hours, set by Transport for London (TfL), separate from national DVLA rules.
- ULEZ (Ultra Low Emission Zone)
- A charging zone covering all London boroughs, requiring non-compliant vehicles (based on Euro emissions standard) to pay a daily fee to drive within it. Separate from, and often confused with, the Congestion Charge.
- Clean Air Zone (CAZ)
- Charging zones in several UK cities outside London, each with their own specific rules and boundaries, aimed at reducing vehicle emissions in city centres.
EV & Charging Terms
- kWh (kilowatt-hour)
- The unit used to measure both an EV battery's total capacity and the amount of energy used when charging — equivalent to what "litres" is for petrol.
- Rapid / Ultra-Rapid Charging (DC)
- High-power public charging (typically 50kW and above) that charges an EV significantly faster than home AC charging, though speed tapers considerably above roughly 80% state of charge.
- Charging Taper
- The deliberate slowdown in DC rapid charging speed above roughly 80% state of charge, as the battery management system protects the battery's long-term health.
- Cleaner Vehicle Discount
- The former full exemption from the London Congestion Charge for electric vehicles, which ended on 25 December 2025. EVs now pay the standard rate.

What does PCP mean?
